Who can sign into the AI CoE Hub. Controlled by user assignment on the AI CoE Hub enterprise application in Entra ID (user assignment required = Yes). Unassigned users land on the no-access page.

- Open Users & groups below — it lands directly on the app's assignment list.
- Click + Add user/group, select the user, then Assign.
- They can sign into this site immediately.
Who sees the admin pages and edit controls. Controlled by membership in the AI CoE Admins security group — the app checks it via Graph checkMemberGroups at every sign-in.

- Open Group Members below — it lands directly on the group's member list.
- Click + Add members, search the user, then Select.
- The user must already have Site Access (left card).
- Admin features appear on their next sign-in.
